Getting Things Done author David Allen recommends keeping a someday/maybe list of all the projects you haven't started yet. On the Tools For Thought blog, Andre Kibbe has other tips for getting things done including not letting this kind of list become just a list of the things you didn't do.

Keeping lists can be a great way of motivating ourselves. Remember to make the first item on your list to make a list. In this way once the list is written you can immediately check off the first item which was to make the list.
